Restores a blocked identification: all services are unblocked and the status is set back to approved. Each affected account fires an account_unlocked webhook. A vault-scoped variant is also available at POST /vaults/{vault_id}/identifications/{identification_id}/unblock.
Restrictions: - Only identifications with status blocked can be unblocked (422 cannot_unblock otherwise).
In particular, closed identifications cannot be resurrected to approved through this API.

• Identifications whose blocks are managed by an internal case (blocked by Depasify operations
  or transaction monitoring) cannot be unblocked by the client. These return 422 cannot_unblock
  with the message "Identification has blocks managed by an internal case. Contact support."
  They must be unblocked internally after the case is resolved.
