Update account trading fee

put https://sandbox.depasify.com/api/v1/accounts/{account_id}/trading_fees

This endpoint allows the user to update the trading fee for a given account.
Any value higher than the default specified per contract will be automatically assigned to your Collections Account, allowing you to capture
trading profits.
Its value is expressed in bps, meaning that 1% is represented as 0.01.
